ARTICLE 1

1.  NAME

1.1   OFFICIAL NAME -  The official name of this organization will be OKLAHOMA KIDS WRESTLING ASSOCIATION, INCORPORATED to be referred hereinafter as OKWA.

1.2  INCORPORATION - The OKLAHOMA KIDS WRESTLING ASSOCIATION, INC. was incorporated by the State of Oklahoma on October 17, 1986 (Appendix A).

1.3  PRINCIPAL OFFICE - The principal office of the OKWA will be located at the current address of the State President.  The OKWA may have such other offices, within the State, to be determined by a vote of the Executive Board.

ARTICLE 2

2.  OBJECT

2.1  This organization will exist to promote the sport of wrestling in the State of Oklahoma and to provide an opportunity for wrestlers of all ages to participate in wrestling as a competitive basis.  A special emphasis will be placed on the elementary level that will build toward the future in the junior high and senior high programs.

2.2  It is also mandated that the OKWA will promote good sportsmanship and, to the extent possible, alleviate delinquency and other problems faced by the youth of today.

2.3  The purpose of the OKWA is to have one representative organization open to any club, conference, alliance, or association, in order to assist, supervise,
standardize, regulate, and control the development and conduct of wrestling in the State of Oklahoma.

2.4  To improve the standards in and the appreciation of the sport of wrestling.

ARTICLE 3

3.  MEMBERS- CLUBS, WRESTLERS, SUPPORT AND HONORARY

3.1  CLUB MEMBERSHIP - Membership will be open to any club or school with an active wrestling program in the State of Oklahoma and which agrees to abide by the provisions of the OKWA Bylaws and such other provisions as may be prescribed by the OKWA through the Executive Board.

3.2  CLUB FORM REQUIREMENTS - Each club will submit Forms 1A
and 1B to their Regional Director with the prescribed information.  These forms shall be submitted annually before or no later the second Saturday in December.

3.3  CLUB MEMBERSHIP DUES - Each club shall pay to the OKWA an annual membership fee.  A portion of these fees will be paid to the Executive Board for out of pocket expenses related to their duties.  A general fund will be maintained by the OKWA in accounts to be used only for OKWA activities.

3.4  FEE - The membership fee for each club(Division V
wrestlers will be included under local club) shall be $50.00.  All independent wrestlers shall pay the same $50.00 fee and be required to submit Club Forms 1A and 1B on or before the second Saturday in December.

3.5  UNPAID FEES - Clubs or independent wrestlers that have not submitted the proper forms or paid the required fee, on or before the due date (see 3.4), will be required to submit the forms and pay $100.00, before they will be allowed to participate in the Regional Tournament.

3.6  FEES PAID - Fees collected by the Regional Director shall be sent to the OKWA Treasurer on or before January 21.  The Directors shall then be paid from the OKWA account.

3.7  FEE SPLIT - The fees shall be split as follows:
25% - Regional Director
75% - OKWA
  The Regional Tournament Director shall be reimbursed
  for expenses from the Regional Tournament proceeds.

3.8  POLITICAL ACTIVITIES -  The OKWA shall not attempt to influence legislation or participate in any political activities by uses of its funds or actions.

3.9  CLUB CHALLENGES - A challenge may be made by any two state members from different clubs at any time up to and including the seeding meeting for the Regional Tournament as to a club’s correct participation in a Regional.  No challenge shall be allowed at the State Tournament.

3.10  INDIVIDUAL MEMBERSHIP -  Any wrestler is eligible to be a member in the elementary division of the OKWA when he or she has not reached their 13th birthday by September 1 (August 31 at midnight is the deadline).  To be eligible for Division V, they must not have turned age 16 before September 1 (August 31 at midnight is the deadline).  The wrestler’s name must appear on the proper Club Forms and be of generally good health and
live within the borders of the State of Oklahoma. The appearance of the wrestler’s name on these forms shall be construed as parental/guardian consent.  In addition, they must attend school in Oklahoma to be eligible to compete in Regionals and State.  Any exceptions must be granted by the board.

3.11  REGIONAL ELIGIBILITY -  For an Elementary wrestler to be eligible to compete in the OKWA Regional Tournament, a copy of their state issued certificate of live birth (no hospital certificates) must be on file with their Regional Director.  Copies of these certificates shall be due with Form 1B.  Birth certificates are required for the first year registration only.  If the Regional Director cannot find a birth certificate on file, the wrestler will be required to resubmit a birth certificate.  Division V wrestlers will be required to show proof of eligibility if challenged but do not have to submit certificates of live birth with Club Forms. 

All Regional Tournament entrants must have a verifiable address for that region. 

3.12  TEAM POINTS ELIGIBILITY - For an individual’s points to
count toward their club’s team points at an OKWA Regional or State Tournament that indivual’s name and all required information must be on the proper Club Forms. 

3.13  TEAM MOVE - Any team move by a wrestler after the January deadline must be approved by the Executive Board before that wrestler’s team points will count toward the new club’s Regional or State points.

3.14  ADDITIONAL WRESTLERS - Any “MOVE- INS” or “ADD ONS" after
  the January deadline must be approved by the President.

3.15  WRESTLER DISQUALIFICATION - Any wrestler qualifying in the wrong Regional shall not be accepted at the State Tournament.

3.16  VOTING RIGHTS - Wrestler members shall have no voting rights unless they are elected to the Executive Board.

3.17  CHALLENGES - A challenge may be made by any two OKWA member clubs at any time up to and including the seeding meeting for the Regional Tournament as to the correct age, proper club, and status of the participating wrestler.  Formal proof of all challenges must be presented to the Regional Tournament Director.  If any of the challenges are upheld, the wrestler will not be allowed to participate in the Regional Tournament.

3.18  HONORARY MEMBERSHIP - Honorary membership may be conferred for life upon an individual or an organization by a two- thirds vote of the Executive Board.

3.19  HONORARY MEMBERSHIP RIGHTS - The honorary member shall have all of the privileges of the OKWA except those of making motions and voting.

ARTICLE 4

4.  GOVERNMENT

4.1  OFFICERS

4.1.1 TYPES OF OFFICERS - The Executive Board shall be governed
 by a President, Vice- President/State Tournament Director, 
 Secretary, and Treasurer.

4.2  QUALIFICATIONS
  A.  Qualifications of all Officers, except the  Secretary/Treasurer, shall be:
 1.  Two consecutive years of involvement with OKWA activities.
 2.  A sitting Regional Director or current officer.
  B.  The Officers shall hold non- voting positions on the  Executive Board (only the president shall
  vote to break  ties).
  C.  Officers shall be selected without regard to race, color,  religion, age, sex, or national origin.
  D.  No Officer shall hold more than one office at any time with the exception of the Treasurer.

  1. Exemptions may be granted to the qualifications for officers by a majority vote of the Executive Board.

4.3  ELECTION OF OFFICERS - The President shall be elected at the Executive Board meeting during the State Tournament. The President will select the Secretary/Treasurer.  The   vice- president shall be selected by the President and the Regional Director whose region is hosting the State Tournament.
 
4.4  TENURE OF OFFICE

      1. PRESIDENT, SECRETARY, AND TREASURER - These officers shall serve for three  

  consecutive fiscal years.  Their tenure begins on April 1 in the fiscal year for which they are elected.

      1. VICE- PRESIDENT/STATE TOURNAMENT DIRECTOR - The tenure for Vice- President/State  Tournament Director shall be for one fiscal year beginning April 1 in the fiscal year in which they are elected.
      1. VICE- PRESIDENT/STATE TOURNAMENT DIRECTOR ELECT - The Vice- President/State

 Tournament Director Elect shall be recognized at the Board meeting at the State Tournament
 preceding the fiscal year in which they shall serve.  The Vice- President Elect shall attend all  
  State Board meetings until being confirmed at the start of the fiscal year in which he or she
  shall serve.

4.5  DUTIES OF OFFICERS - The Officers shall perform the duties prescribed by these bylaws and the parliamentary procedures adopted by the OKWA.

4.5.1 DUTIES OF THE PRESIDENT
 A.  Preside at meetings of the Executive Board and to call special or emergency meetings.
 B.  Have general and active management of all business and accounts of the OKWA.  He
  shall see that all orders and resolutions of the Executive Board are carried out.

  1. To appoint all committees’ members not otherwise designated by a vote of the Executive

  Board or OKWA Bylaws, and to serve as an exofficio member of all committees. 
 D.  Negotiate or delegate authority to reserve an appropriate facility for State.

4.5.2 DUTIES OF THE VICE- PRESIDENT/STATE TOURNAMENT DIRECTOR
 A.  To officiate at all meetings in the absence of the President.
 B.  Perform the duties as the State Tournament Director as prescribed by the Executive Board  
  and rules of the OKWA.
 C. Do such other duties as the Executive Board or President shall prescribe.
 D. Submit final results of the State Tournament to the President.
 E.  Send State Flyers (a minimum of 350/region) and Hotel/Motel information, to be received
  by the Regional  Tournament Director no later than the Thursday before the
 Regionals.  One copy of each is to be sent to the Regional Director.

4.5.3 DUTIES OF THE SECRETARY
 A.  To be present at all meetings of the Executive Board and to correct and complete minutes thereof.
 B.  To attend to all correspondence of the Executive Board and to have charge of records of the Executive Board and the OKWA.
 C.  To do all other duties assigned by the President and Executive Board.
 D.  To mail a copy of the preceding minutes to all officers  as soon as possible after the regular or special meetings.
 E.  Maintain a current list of addresses and phone numbers of Officers, Directors, and  member clubs.

4.5.4 DUTIES OF THE TREASURER
 A.  To maintain a general fund in interest- bearing savings or checking accounts, or other
  instruments in a federally insured bank(s), to be used only for OKWA expenses and the promotion of wrestling.

  1. The Treasurer shall have the responsibility of generating data and gathering information  from various State and Regional accounts to formulate and file a Federal Income Tax Return on an annual basis as required.
     C. To do all other duties assigned by the President and Executive Board.
     D.  The Treasurer shall ensure that a two- signature check is available for use.

4.6  REPLACEMENT OF AN OFFICER - The Executive Board shall have the power to replace any officer who has resigned or has been removed from office.  The term of office of the newly appointed officer shall correspond to the term of the officer being replaced.  Vacancies of officers shall be filled as soon as feasible.

4.7 DIRECTORS

4.7.1  TYPES OF DIRECTORS - There shall be one Regional Director and one Regional Tournament  
  Director from each Region each year to serve as a member of the Executive Board.  Each Regional Director shall have one vote.  The Directors shall be elected or chosen without regard to race, color, religion, age, sex, or national origin.

4.8 ELECTION OF DIRECTORS

4.8.1  NOMINATION OF REGIONAL DIRECTORS - Nominations for Regional Director will be placed on Club Form 1A.

4.8.1a  ELECTION OF REGIONAL DIRECTORS - The Regional Director shall  be elected at the Regional Tournament or at the Regional Seeding meeting (notice of the election will be given on Regional flyers) by a simple majority vote of the member clubs.  Each member club shall   have one vote. Any club unable to attend the meeting when the voting takes place will be allowed a proxy vote to be turned in no later than the end of the Regional Tournament.

      1. SELECTION OF REGIONAL TOURNAMENT DIRECTORS - The Regional Tournament Director shall be appointed by the member club who will host the Regional Tournament in the coming year.

4.9 TENURE OF OFFICE

      1. REGIONAL DIRECTORS - Regional Directors shall serve a two- year term beginning April 1 of the fiscal year in which they are elected. 

4.9.2  REGIONAL TOURNAMENT DIRECTORS - The Regional Tournament  Directors shall serve a one year term beginning April l of  the fiscal year in which they are appointed.

    1. DUTIES OF DIRECTORS - Directors shall perform the duties prescribed by the bylaws and the parliamentary authority adopted by the OKWA.

4.10.1 DUTIES OF REGIONAL DIRECTORS
 A.  To enact general and active business of the OKWA and the Executive Board.
 B.  To inform OKWA member clubs of pending changes in the bylaws and solicit their opinions on the issues.
 C.  To maintain an up to date roster of OKWA member clubs in their region.
 D.  To suggest members from their region for committees.
 E.  To conduct the Regional meetings.
  F. Collect work brackets and/or tournament result forms from Novice and Open Tournaments 
 and send copies of the brackets and/or tournament result forms to the State office.

  1. To collect all fees, forms, etc. from member clubs in their region, and submit to the appropriate officer(s) as prescribed in these bylaws.
  1. To distribute copies of all bylaw changes to the  Regional Tournament Director and member clubs in their region.
     I.  Supply each club in region with a Regional and State  fiscal financial report. 
     J.  Will be required to help at State weigh-in.

4.10.2 DUTIES OF REGIONAL TOURNAMENT DIRECTORS
 A.  To enact general and active business of the OKWA and the Executive Board.
 B.  To suggest members from their region for committees.
 C.  To have general operating control of the Regional Tournament within their region as prescribed by the bylaws of OKWA.
 D.  Will be required to help at State weigh-in.

4.11  REPLACEMENT OF A DIRECTOR - The Executive Board shall have the power to replace any Director who has resigned or has been removed from office.  The term of office of the newly appointed Director shall correspond to the term of the Director being replaced.  Vacancies of Directors shall be filled as soon as feasible.  The replacement must be from the same region as the former Director, and in the case of a Regional Tournament Director the replacement must be from the OKWA club that is hosting the Regional Tournament.

ARTICLE 5

5.  MEETINGS

5.1  EXECUTIVE BOARD MEETINGS - The executive Board shall hold business meetings on the following days:
1st Sunday in April
  1st Sunday in October
  2nd Sunday in December
  During the OKWA State Tournament
By a majority vote of the Executive Board these days may be changed or deleted.

5.2  MEETING ATTENDANCE - All members of the executive board, except Members- at- Large and Regional Tournament Directors, are required to attend all regular and special meetings.  (Regional Tournament Directors are welcome, and encouraged to attend all meetings).  In the event a member is unable to attend, he or she will appoint a replacement and notify the President.  The replacement shall have all rights as the member being replaced and will count as if the member attended the meeting.

5.3  EMERGENCY MEETINGS - Emergency meetings may be called by the Executive Board, President or two Directors from different regions. 

5.4  NOTICE OF EMERGENCY MEETINGS - Notice of emergency meetings shall be given at least five (5) days prior to, by telephone, fax, or by written notice, to each Executive Board member.  Notice by mail shall be deemed delivered when deposited in the United States mail eight (8) days prior to said meeting.  Notice of any emergency meeting may be waived by the Executive Board before, during, or after such meeting with the waiver being added to the minutes of the Executive Board.

5.5  LOCATION OF MEETINGS - Location of business meetings shall be decided by blind draw held by the President at the State Tournament meeting.  The Host region for the next State Tournament will be excluded from the draw.  Location of emergency meetings shall be set by the President.

5.6  CLOSED MEETINGS - All Executive Board meetings shall be closed; exceptions include special committee members when needed, and members or guests on request and approval of the President.  OKWA members may request in writing to address the board.  The request must be submitted to the President at least two weeks before the scheduled board meeting.  If the request is approved, the member will be given two minutes to speak.  Additional time may be granted by the President.  After they have addressed the board, they will leave the meeting unless their presence is further required.

5.7  ORDER OF BUSINESS - The order of business at all meetings of the Executive Board shall be as follows:
A.  Roll Call
  B.  Reading of the minutes of preceding meeting
  C.  Reports of Officers
  D.  Reports of Committees
  E.  Regional Reports
  F.  Unfinished business
  G.  New business

5.8  RESIGNING FROM OFFICE - Any Officer or Director desiring to resign from a position shall present their resignation in writing to the President who shall present it to the Executive Board posthaste.

5.9   VOTING - All issues, alterations to, and/or amendment of the Bylaws, except removal from office, shall be by simple majority vote of the Directors present.

5.10  VOTING BY MAIL OR TELECOMMUNICATION - The Executive Board may, in lieu of taking action at a meeting, act by written or telecommunication means.  The President shall notify the Executive Board of the outcome of any such vote as soon as possible.

5.11  QUORUM - No OKWA business can be transacted with less than a  quorum.  A quorum is three (3) Directors.  If less than a quorum is present at a meeting, the President may adjourn the meeting.  The President may make an emergency temporary appointment to the board for the purpose of creating said quorum if the majority of the Directors present agrees. 

5.12  FISCAL YEAR - The fiscal year of the OKWA shall be April 1 thru March 31 the following year.

ARTICLE 6

6.  EXECUTIVE BOARD

6.1   EXECUTIVE BOARD DEFINITION - The three Officers, eight Directors, and the Members- at- Large shall constitute the Executive Board of the OKWA.

6.2  DUTIES OF THE EXECUTIVE BOARD - The Executive Board shall have the following duties:
  A.  Have general supervision of the affairs of the OKWA.
  B.  To define powers and duties of its Directors, Officers, committees, division, regions and
  members.
  C.  To act as trustees of OKWA funds and oversee the use and distribution of said funds.
  D.  To enact all rules and regulations that are necessary for  the execution of the aims and
  purpose of the OKWA.
  E.  Receive all gifts and donations to the OKWA.

6.3  GENERAL PROVISIONS - The Executive Board shall serve in their capacity without compensation except out- of- pocket expenses as set forth in the Bylaws.  Nothing herein contained shall be construed to preclude any member from serving the OKWA in a special capacity and receiving compensation.

6.4  REMOVAL FROM OKWA - The Executive Board may impeach and remove anyone from office or the OKWA with just cause.  This removal shall require a two- thirds vote of the Executive Board.  Any board member that has been removed from the board, may not serve again as a board member, without a unanimous vote from the voting members of the board.

6.5  JOURNAL - The Executive Board shall keep a journal/minutes of its meetings which shall be the official records of legislation for the OKWA.

6.6  LOANS - No loans shall be contracted on behalf of the OKWA and no evidence of indebtedness shall be issued in its name unless authorized by the Executive Board with a unanimous vote.  Such authority may be general or confined to specific instances.

6.7   OKWA PROPERTY - The Executive Board shall act as trustees for all OKWA property that is not covered under Regional or Divisional rules.

ARTICLE 7

7.  COMMITTEES AND DIVISIONS

7.1  COMMITTEE REQUIREMENTS

7.1.1 COMMITTEE NAMES - There shall be the following committees:
  WEIGHTS COMMITTEE
  GRIEVANCE COMMITTEE
  DISCIPLINE COMMITTEE
  REFEREES COMMITTEE
 Other committees may be created by the President or the Executive Board as needed.

      1. COMMITTEE RULES AND DUES - A committee may adopt rules for the transaction of its

  business, provided the rules do not conflict with the bylaws of the OKWA and are approved by the Executive Board.  A committee may, in its rules, provide for fees for its own use, with the approval of the Executive Board.

7.1.3 EXECUTIVE BOARD RULES FOR COMMITTEES - The Executive Board has the right to make rules for any committee.

      1. COMMITTEE MEETINGS - Committees shall hold their meetings during the OKWA fiscal year.

 
7.1.5  COMMITTEE SIZE - All committees will have at least four (4) members.

7.1.6  COMMITTEE MEMBERS’ SPECIFICATIONS - In making appointments to committees, the
  State President and Directors shall give due regard to the following:
  A.  The background and expertise of each proposed member to  the specific committee.
 B.  The desirability of naming active members of OKWA  clubs as members of a committee.
 C.  The desirability of naming members of the Executive board as committee members for expertise purposes. 

7.2  DIVISION REQUIREMENTS

7.2.1 DIVISION NAMES - There shall be the following divisions:
  REGIONAL TOURNAMENT (Four in the State)
  STATE TOURNAMENT
  NOVICE STATE TOURNAMENT
 Such other divisions may be created by the Executive Board as it may deem necessary.

      1. DIVISION RULES AND DUES - A division is authorized to adopt  rules for the transaction of its business, provided the rules do not conflict with the bylaws of the OKWA and are approved by the Executive Board. A division may, in its rules, provide for fees for its own use with the approval of the Executive Board.

7.2.3  EXECUTIVE BOARD RULES FOR DIVISIONS - The Executive Board has the power to pass
  rules for the Divisions. 

      1. DIVISION MEETINGS - Each division shall hold meetings during the year to conduct the

  business allowed for in their rules and the bylaws of the OKWA.

      1. REPORTS - At each regular meeting of the Executive Board, each Director shall submit a report

  to the Board on the financial status and affairs of that division.

      1. DIVISION RECORDS AND ACCOUNTS - Each division shall prepare its own budget and

  maintain its own bank account (State Tournament Seed Account) and books of record.  These
  records are subject at all times to the review of the Executive Board and/or President.

7.3  REVIEW - All records and accounts of the OKWA are subject to review by the Executive Board and/or President.

7.4  SOLICITATION - No solicitation of contributions to the OKWA or any of its divisions shall be conducted without the knowledge of the Executive Board.

ARTICLE 8

8.  REGIONS

8.1  REGIONAL DIVISIONS

      1. DIVISION - The State shall be divided into four (4) regions.  Each region shall qualify a maximum of six (6) wrestlers per weight for the State Tournament.

8.1.1a STATE TOURNAMENT SEED ACCOUNT - All regions must maintain a State Tournament seed account with a minimum of a $5,000.00 balance.

      1. BALANCE BY REGION - The Executive Board shall review every  other year the Regional

  Tournament’s entries and shall adjust  the Regions if necessary so that a balance of wrestlers shall be maintained in each region.

8.1.3 REGION BOUNDARIES - The boundaries of the four regions shall be as follows:

 NORTHWEST REGION
 Bounded by INTERSTATE HIGHWAY 40 on the South and U.S. 75 on
 the East, except Canadian County and Oklahoma County.

 SOUTHERN REGION
 South of INTERSTATE HIGHWAY 40 from Arkansas on the East to
 Texas on the South and West, except Oklahoma County,
 Cleveland County, and the clubs of Mustang, Tuttle,
 Newcastle, Stigler, and Poteau.  Canadian county is part of
 the Southern region.  Elk City, Clinton, Shawnee, McCloud,
 Bethel, and Yukon will be included in the Southern region. 

 CENTRAL REGION
 Oklahoma county and Cleveland County and the clubs of
 Newcastle, Tuttle, Mustang, and El Reno.

 NORTHEAST REGION
 Bounded by INTERSTATE HIGHWAY 40 on the south, U.S. 75
 on the West, Kansas on the North, and Arkansas on the East.
 The towns of Stigler, Poteau, and McAlester are included in
 this region.

Clubs within these boundaries shall attend the Regional Tournament they are assigned.  Clubs failing to do so shall not be allowed to compete at the State Tournament.

      1. PETITION TO CHANGE REGIONS - If a club wishes to change regions, that club must petition the Executive Board prior to the beginning of the wrestling season or the Executive Board meeting in October.  The petitioning club must state their reasons for seeking such a change.  The Executive Board will render a decision regarding the request prior to December 1 of the current wrestling season.

ARTICLE 9

9.  PARLIAMENTARY AUTHORITY

9.1  ROBERT’S RULES OF ORDER - The rules contained in ROBERT’S  RULES OF ORDER
  REVISED shall govern the OKWA, the Executive Board, the committees, and divisions in all
  cases to which they are applicable.

ARTICLE 10

10.  AMENDMENTS TO BYLAWS

10.1  AMENDS AND ADDITIONS TO BYLAWS - These bylaws may be amended at
any regular or special meeting by a majority vote of the Executive Board.  However, this vote may not take place until notice has been given to all members of the Executive Board. This notice shall be either a written notice or by telecommunication with not less than fourteen (14) days before the intended vote.  The requirement of notice may be waived by a majority vote of the Executive Board.

ARTICLE 11

11.  DEFINITIONS

11.1.  OPEN - Any wrestler that is not a novice.

11.2  NOVICE -  Any 1st or 2nd year wrestler who has not placed 1st or 2nd in any open tournament with 6 or more wrestlers in their bracket.  The wrestler counts as 1.  May not be a novice for more than two years.

ARTICLE 12

12.  MISCELLANEOUS

12.1  INDEMNIFICATION - OKWA shall indemnify to the full extent authorized or permitted by law, including the payment of reasonable attorneys’ fees, any person(s) made, or threatened to be made, party(ies) to any action(s), suit(s), or proceeding(s)(whether civil, criminal, administrative, or investigative) by reason of the fact that he or she or his or her testator or intestate, is or was a director, officer, agent or employee of the OKWA, if such person(s) said action(s) were made in the capacity of their office and in good faith with due diligence.

12.2  EXEMPTION - The OKWA shall follow activities permitted by a corporation exempt from federal income tax.

12.3  SWEAT SUITS - The OKWA shall not allow the use of any type of plastic sweat suits, sweat belts, rain coats, garbage bags or any type of garment(s) that restricts the flow of sweat from escaping from the body to the natural air for the purpose of losing weight.  The above- mentioned items shall not be used at any Regional Tournament or State Tournament of the OKWA.  Member clubs are required to follow this procedure and add said procedure to their wrestling tournament flyers.  The penalty for noncompliance will be that which is prescribed in the National Federation Rule Book.

12.4  WEIGHT PULLING - Weight “pulling” should be discouraged at all levels of wrestling.

12.5  CHILD ABUSE - Child abuse shall not be tolerated at any OKWA tournament, Regional, State, or member club.  If necessary, corrective action shall be taken by notifying the local civil authorities.

12.6  MEMBERS- AT- LARGE TO THE EXECUTIVE BOARD - The Executive Board and/or President has the power to appoint a Member- at- Large for any special purpose or expertise.

12.7  FRAUDULENT NOVICE PARTICIPATION - Open wrestlers participating in a novice tournament will be penalized by suspension from the OKWA for one calendar year from the date of discovery.  This penalty may be modified by the President with the approval of the Executive Board (simple majority).  In addition, the wrestler’s coach will be subject to action from the Discipline Committee.

12.8  EXECUTIVE BOARD PASS - All Executive Board members will be issued an OKWA tournament pass.  All OKWA member clubs hosting a tournament will be required to honor this pass.  This tournament pass will provide access to all areas of the tournament, including restricted areas governed by the host OKWA member club.  The Executive Board may grant an OKWA Executive Board Pass to anyone, as an honor, with a simple majority vote.

12.9  PENALTY FOR BAD DEBTS - Any debts owed to the OKWA or OKWA Member Clubs must be paid in full including any penalties or fees incurred before they will be allowed to participate in any OKWA event.

12.10  INSURANCE - OKWA requires that each wrestler and coach carry their own insurance, or be
  under their club insurance at their own expense.  OKWA does not take any responsibility for injury.

12.11 OKWA SANCTIONED TOURNAMENTS - All OKWA sanctioned tournaments are required to (use):

1.  Weights and ages as prescribed by the OKWA.
2.  OSSAA licensed referees.
 3.  Follow the same guidelines as Regional and State (R2 & S3) regarding ringworm and the covering of any skin lesions.

  1. Any OKWA member club hosting a tournament must abide by the OKWA rules and bylaws. 
  2.  An OKWA club may only host a sanctioned tournament.
    1. TOURNAMENT BRACKETS- Every club hosting a tournament is required to submit all of the  

  results of each division (to include number of entries in each weight) for Open and Novice
  Tournaments to their Regional Director.  If a club fails to comply, they may be fined up to
  $100.00 for the first offense.  A second offense will result in the loss of their privilege to host a
 tournament for one year.  These penalties may be imposed at the discretion of their Regional
 Director.  When there are not enough wrestlers to fill a bracket, wrestlers  may be moved up
  to provide more mat time

    1. COACH OF THE YEAR AWARD - The Regional Director will provide each club with a ballot to

  vote for a Coach of the Year.  The club will turn the ballot in by the end of their Regional
 Tournament. The Coach’s name will be turned into the State Tournament Director along with
  the entries. 
 

12.14  Protests:  A club must file a protest.  Protests may not be filed by an individual.

STATE DISCIPLINE COMMITTEE
RULES AND PROCEDURES

The discipline Committee is a committee of the OKWA and subject to the bylaws of the OKWA.  Any changes in these rules and procedures cannot supersede any bylaw of the OKWA.

The rules and procedures may be amended by the Executive Board at any regular or special meeting with changes becoming effective immediately.

DISCIPLINE COMMITTEE

1.  MEMBERS AND CHAIRPERSON OF COMMITTEE
The discipline committee will be the Executive Board of the OKWA unless otherwise
prescribed by statute of the bylaws of the OKWA.  The committee will select the chairperson.
The chairperson may be   selected from the Executive Board or be any member in good
standing in the OKWA.  A selected Director will not lose the power to vote on any action.

If a Director is a violator before the discipline committee that person must step down during
this action.

2.  CAUSES FOR DISCIPLINE
Cause of disciplinary proceedings and/or disciplinary actions can result from one or any  
combination of, but not limited to any of the following violations:
A.  Any action that tends to injure the good name of, disturb the well being of, or hamper the work of the OKWA, any committee or division of the OKWA, member clubs, individual members, official, coach, table worker, director, officer, or spectator.
B.  Flagrant and/or repeated destruction of personal and/or public  property.
C.  Falsification of documents regarding wrestling.
D.  Disciplinary suspension and/or expulsion from a member club.
E.  Disqualification from a tournament because of flagrant  brutality or misconduct.
F.  Abusive language or unsportsman like conduct by a contestant, spectator, coach,
  official, table worker, or agent of the OKWA.

3.  POSSIBLE VIOLATORS
Disciplinary proceedings and/or disciplinary action can be imposed   upon one or any
combination of, but not limited to, any of the following violators: members of the Executive
Board, state committee member, member club, individual member (wrestler), honorary
member, official, coach, or spectators.

4.  ACTIONS
Disciplinary actions can include one or any combination of, but not   limited to, one of the
following: reprimand, probation, suspension, or expulsion.

5.  COMMITTEE’S DUTIES
A. The prescribed duties of the committee are to be alert to disciplinary problems, to
  investigate them, and in case of a trial, manage the trial and any resulting actions from said  trial.
B.  The Discipline Committee does have the right power to exonerate the accused if the
  investigation and/or trial finds the accused innocent of any wrong doing.
C.  The Discipline Committee will not have the power to impose a penalty except in the case of
  a violation as defined in Paragraph 2. 
D.  In the case of a violation listed under, but not limited to  Paragraph 2, the Discipline
  Committee can temporarily suspend   any violator defined under Paragraph 3.  The length of
  the suspension will remain in effect until a hearing is held on the matter, or any prescribed
  penalty is satisfied. 

6.  DISCIPLINARY PROCEDURE
A.  Notice of complaint
  1)  A written notice of complaint for disciplinary action will be mailed to each member of the
  Discipline Committee.  This document will contain, in detail, the necessary causes for   disciplinary action.
  2)  A $100 deposit made payable to OKWA will accompany the notice of complaint.  This
  deposit will be refunded if the accused party is found guilty of a violation defined in   Paragraph 2.
 3)  The Discipline Committee will act on the complaint for disciplinary action at their next
  meeting or at a special  meeting called for the purpose of this disciplinary action.
  B.  The Discipline Committee will conduct an investigation to gather  all the facts necessary to
 make a just and proper decision.  The Discipline Committee has the right to select and  
 appoint from its own members an investigation committee.

  1.  The investigation committee will then present its findings to  the discipline Committee.  If,

  after the investigation, the Discipline Committee option is favorable to the accused, it will
 prepare a resolution exonerating the accused.  However, if the committee, from the
 reports of the investigation, finds  substance to the rumors and cannot resolve the matter
 satisfactorily in any other way, it will set a trial date and time.

  1. If the Discipline Committee adopts a resolution ordering a  trial, the Committee

  Chairperson will send to the accused, by registered mail, a letter notifying him or her of the
  date, hour, and place of the trial.  The letter will also include the charges that are being
  directed against the accused.

7.  TRIAL PROCEDURE
A.  The Chair will call the meeting to order.
B.  The Chair will appoint a Secretary to record proceedings.
C.  The Chair will read the charges and specifications.
D.  The Chair will ask the accused how he or she pleads to each  specification and then to
  the charge.
E.  If the accused pleads guilty, then the trial is ended.
F.  If the accused pleads not guilty, then the trial proceeds on.  First, the investigation
  committee will present its facts and  witnesses.  Second, the accused will present its 
  facts and witnesses.  Third, there will be a time for rebuttal which  includes cross- 
  examination, re- direct- examination, and recross examination. 

  1.  After the rebuttal and/or closing arguments have been made, the  accused will be asked

  to leave the room.  The Chair asks the committee if the accused is guilty of each
  specification and then the charge or charges.  (Each specification and charge is
 open to debate and voted on separately).  If the accused is found guilty, then the
  committee must decide on the penalty.  For expulsion, a two- thirds vote is required.

  1.  After the trial, the Discipline Committee will inform the  Accused of its verdict and penalties, if any.

8.  APPEAL TO STATE MEMBERS
An appeal may be made to the OKWA member clubs by the following procedures:
  A.  The accused must post a $400.00 bond with the OKWA Treasurer.
B.  The Discipline Committee will issue a written report of trial’s proceedings to each member
  club within two weeks of their findings.

  1. A form will be attached to ask for a vote for or against the accused which must be received

  no less than three weeks after  the posting of the Discipline Committee’s findings.
D.  The form will be posted to a neutral party agreed upon by both the accused and the Discipline Committee.
E.  The Forms will be brought before the Discipline Committee and   accused unopened on a
  date set by the Discipline Committee which will be no later than six weeks after the accused’s trial.
F.  The forms will be opened by the neutral party before the Discipline Committee and the
  accused with a simple majority vote deciding for or against the accused.

9.  RESPONSIBILITY OF EXPENSES FOR DISCIPLINARY ACTION
A.  If the accused is found innocent, then the accuser will be responsible for paying all
  expenses incurred by the Discipline Committee which can include, but not be limited to:
  phone calls, mileage, transportation fare if necessary, and legal fees if necessary.  The
 expenses will first be deducted from the initial deposit with any excess expenses becoming
  immediately due.  If there is credit balance, then the remainder will be returned to the accuser.
B.  If the accused is found guilty, then the accused will be responsible for paying all expenses incurred by the Discipline Committee as stated above in Part A.
C.  Any expenses incurred by the accused, if found not guilty, will be paid for by the accuser.
D.  On appeal to member clubs, the accused is found not guilty, the State Association will pay
  50% of only the cost for the appeal.  The accuser will pay the other 50% of the appeal cost.

10.  REINSTATEMENT
 A.  Reinstatement from suspension
  1)  Request of reinstatement in writing stating intentions to follow proper procedures.
  2)  Copy of request to every member of the Discipline Committee.
  3) Deposit of $250 made payable to the OKWA.
  4)  Conference call with every member of the Discipline Committee, cost born by
  suspended party.
  5)  The State President will designate a representative to   attend the suspended party’s
 next event for monitoring  purposes.  Any expense will be born by the suspended party.
  B.  Reinstatement from expulsion
  1)  Deposit of $500, made payable to the OKWA.
  2) Automatic one- year probation.
  3) If probation period is violated, automatic expulsion will incur for a minimum of three
 years.

RULES AND PROCEDURES

The Grievance Committee is a committee of the OKWA and subject to the bylaws of the OKWA.  Any changes in these rules and procedures cannot supersede any bylaw of OKWA.

These rules and procedures may be amended by the Executive Board at any regular or special meeting with changes becoming effective immediately.

GRIEVANCE COMMITTEE

1.  MEMBERS AND CHAIRPERSON OF COMMITTEE
The grievance committee will be the Executive Board of the OKWA   unless otherwise
prescribed by statute of the bylaws of the OKWA.

The chairperson will be selected by the Executive Board.  The chairperson may be selected
from the Executive Board or be any member   in good standing in the OKWA.  A selected
Director will not lose the power to vote on any action.

If a Director is a violator before the grievance committee that person must step down during
this action.

2.  COMMITTEE’S DUTIES
A.  The prescribed duties of the committee are to be alert to grievance problems, to investigate
  them, and to resolve them as  soon as possible.
B.  The Grievance Committee will conduct an investigation to gather  all the facts necessary to
  make a just and proper decision.

3.  GRIEVANCESAny member club of the OKWA may file a written grievance with any  Member of the
Grievance Committee, along with a deposit of $25 made payable to OKWA, to any matter
within the cognizance of the OKWA and alleging a violation of any provision of the bylaws,
divisions, or committees.

4.  TERMS
Any grievance will be signed under oath and will allege with particularity the nature of the
grievance and each claimed violation of the aforementioned mentioned documents, divisions,
or committees by reference to specific sections thereof, stating in concise language how,
when, and where the alleged violation occurred.

5.  REFERRAL OF GRIEVANCE
Upon receipt of a grievance that member of the Grievance Committee will contact the
remaining Grievance Committee members within five   days after receipt of the aforementioned
grievance.

6.  RESOLUTION
The member who received the grievance will read the grievance to each member of the
committee, and that member will render a decision to the member contacting him. 
The majority vote of the committee will be the decision relayed to  the member filing the
grievance within 24 hours and the decision will   be added to the minutes of the committee and
to the minutes of the Executive Committee by the contacted Director.

  1. If decision is to delay the grievance until the committee can meet, the member filing the

  grievance will be asked to attend the meeting.
B.  If the ruling is in the member’s favor, the posted deposit will  be returned to the member.
C.  If the ruling is against the member, the posted deposit will be deposited in the general fund
  of the OKWA.

REGIONAL WRESTLING TOURNAMENT
RULES AND REGULATIONS

The Regional Wrestling Tournament is a Division of the OKWA and subject to the bylaws of the OKWA.  Any changes in these rules and regulations cannot supersede any bylaw of the OKWA.

These rules and regulations may be amended by the Executive Board at any regular or special meeting with changes becoming effective immediately.

SEEDING MEETING
There will be a seeding meeting set by the Regional Tournament Director.  It will be held one of three nights (Monday, Tuesday, or Wednesday) preceding the Regional Tournament.

In a 5- man bracket there will be a blind draw for the 4th and 5th seeds and the 4th and 5th seeds will wrestle each other the first round.

GENERAL RULES
Regional tournaments will be pre- entry and prepaid.  All Regional entries must be made in writing (they may be mailed or faxed). Entry and payment deadline is the Sunday at 5:00 p.m. preceding the Regional Tournament.  NO LATE ENTRIES.  Any changes for Regional Entries must be approved by the Regional Director before the seeding meeting.  Entry fees for no shows and wrestlers not making weight will not be refunded.

Team points will be awarded based on 12 points for 1st place, 9 points for 2nd place, 6 points for 3rd place, 4 points for 4th place, 2 points for fifth place, and 1 point for sixth place. 

Team trophies will be awarded to 1st, 2nd, 3rd place in each age division.

Individual awards will be given to the 1st through 6th place in each weight. 

The Weights for each division will be: See APPENDIX B

No smoking will be allowed in the wrestling arena or in any adjacent areas to the wrestling arena.

Regional fees will not exceed $15.00.

The State Entry fees will be paid at Regionals by one team check (or cash payment).  The club is responsible for payment for all qualifiers (Division I- V, whether they are or are not planning to attend State).

Minimum wrestling area will be 20 feet x 20 feet, or a 23- foot circle for any division.
Numbers for free Coaches’ Passes are shown below:
 1 - 5  wrestlers 1 pass
 6 - 10  wrestlers  2 passes
11 - 15 wrestlers  3 passes
16 - 20  wrestlers  4 passes
21 - 25  wrestlers 5 passes
Additional passes may be purchased according to the same ratio for wrestlers exceeding 25.

PROTEST AND MISCONDUCT COMMITTEE
A committee of the Regional Tournament Director, Regional Director, head official, and two members chosen at large at the seeding meeting will handle any protest or misconduct that occurs at the Regional Tournament.  A member will abstain if their team is involved in the matter. $25.00 cash will be posted for each protest.  If ruled against, the money will go to the Regional Tournament Funds and if ruled for, the money will be returned.

MATCH TIME/FORMAT
Div. I: 1 - 1 - 1 minute  - All matches
Div. II- V:  1 ½ - 1 ½ - 1 ½ minutes  - Championship
Div. II- V: 1 - 1 - 1 minute  - Consolation
Div. II- V:  1 ½ - 1 ½ - 1 ½ minutes  - Consolation Finals (including 5 & 6 Place)
Overtime: Follow National Federation Rules(see 6- 7- 1 of 2006- 07 NSHS rule book).

Format:  Double Elimination

Three- man Round Robin:  If after all three wrestlers have wrestled each other, a tie exits (A defeats B, B defeats C, C defeats A), all three wrestlers will wrestle again in the original order of the bracket in a match consisting of the guidelines for an overtime period as prescribed in the National Federation Rule Book (until a winner is decided).

WEIGH-IN
No wrestler may weigh- in more than 5 hours before the start of the tournament.  There will be a minimum of 1 ½ hours for weigh-in.

A licensed referee will conduct the weigh-in at each scale.

Wrestlers must weigh- in wearing an unmodified competition singlet (a singlet being described as in the National Federation rules).

Only OKWA approved Digital Scales will be used. Digital scales must be certified within 7 days of regionals by a licensed scale company. There must be some documentation by the scale company that this was done for each scale (stamp/sticker, etc). There will be no weight allowances. 

Proof of weigh in shall be:  Upon check in, the Division and Weight will be marked on the right arm.  If the wrestler makes weight, he/she will receive an ink stamp on the right arm.

The Regional Tournament Director will be required to forward, to the host of the State Tournament, all qualifiers (1st through 6th placers) and entry fees by the deadline prescribed under the State Tournament General Rules. (See page S1)

REGIONAL MEETING
Qualification for Regional Tournament site:

  1. An authorization letter from a person in authority that the member club has the facility reserved for the regional tournament date.
    2.  The member club has held a regular season tournament for two consecutive years, or is exempted by a majority vote of their region.
    3.  A member of the member club has the qualifications to run a Regional Tournament.
    4.  A member club holding Regionals must provide liability insurance  in the amount of
      $500,000.  An insurance binder must be submitted to the State President two weeks prior to the tournament.
    It is suggested that a member club holding a Regional Tournament not hold a regular tournament during the same fiscal year.

The regional tournament site for the coming year will be decided by a majority vote of the regional member clubs (one vote per club) at the Regional Membership Meeting held during the Regional Tournament, or at the seeding meeting for Regionals.  The Region may also use a mail-in procedure.

If a team hosting the Regional Tournament violates the prescribed guidelines in the OKWA Regional Wrestling Rules and Regulations, they will not be allowed to host Regionals again for five years.

STATE WRESTLING TOURNAMENT
RULES AND REGULATIONS

The State Wrestling Tournament is a Division of the OKWA and subject to the bylaws of the OKWA.  Any changes in these rules and regulations cannot supersede any bylaw of the OKWA.

These rules and regulations may be amended by the Executive Board at any regular or special meeting with changes becoming effective immediately.

GENERAL RULES
The State Tournament will be held at the two largest state facilities in Tulsa and Oklahoma City on an alternating basis.  The host Regional rotation order is Central, Northeast, South, and Northwest.  If a region declines to host State they must notify the President by June 1.  It will then go to the other region for that location.

2002-2003  NORTHEAST TULSA
2003-2004  SOUTHERN OKLAHOMA CITY
2004-2005  NORTHWEST TULSA

The bracketing format will follow the form of Appendix C and D.  A blind draw for each weight and division will determine each regions placement on the bracket. 

State tournaments will be pre- entry and prepaid.  The deadline for entries is 9:00 P.M. the Sunday preceding the State tournament (fax, overnight delivery, etc.).  The deadline for entry fees is 10:00 P.M. the Tuesday preceding the State Tournament.  NO LATE ENTRIES OR FEES.  Entry fees for no shows and wrestlers not making weight will not by refunded.  (One check from each Region to State Director for entries)

Team points will be awarded based on 12 points for 1st place, 9 points for 2nd place, 6 points for 3rd place, 4 points for 4th place, 2 points for fifth place, and 1 point for sixth place. 

Team trophies will be awarded to 1st, 2nd, and 3rd place in each division.

Individual standardized state medals will be given to the 1st through 6th placers in each weight.  Champions will receive a hooded sweatshirt with the OKWA logo, and Champion on the back.

The Weights will be those listed (Appendix B).

State Tournament fees shall not to exceed $15.00
The minimum number of State Tournament Programs to be printed and offered for sale is 650.  The number of years for recognition of results in the State Tournament Program will be limited to the previous ten years.

REFEREES
Each Regional Director will submit the names and phone numbers of six referees and alternates to the President for approval by January 15.  The referees are to be paid out of funds provided by the State Tournament.  Only certified referees will be used.  Referees will be paid a minimum of $175.00 and provided with food and beverage throughout the tournament.

COMPLIMENTARY ROOMS
Complimentary rooms will be provided for Executive Board members and referees at the State Tournament (for 2 nights) for those that have to travel more than a 50 mile radius to the tournament (Additional rooms may be available at the host region’s discretion).

COACHES’ PASSES
 1-5 wrestlers 1 free pass
 6-10 wrestlers 2 free passes
11-15 wrestlers3 free passes
16-20 wrestlers4 free passes
21-25 wrestlers 5 free passes
 
Additional passes may be purchased according to the same ratio for teams in excess of 25 wrestlers.  One person’s name is required to be submitted along with the Regional entries to the State Tournament Director.  The name of the person designated to pick up the passes must be listed on the coaches’ roster form to be collected at the Regional Tournament.  Only the person listed on the roster may pick up the passes.  The passes will be available at a designated area.  Only the designee may purchase additional passes.  In order to purchase additional passes, a team roster must be presented at the time of the purchase.  Proper ID required.  Club teams will be responsible for distributing the passes to their coaches.
 
PROTEST AND MISCONDUCT COMMITTEE
A committee of the four Regional Directors, head official, and State Tournament Director will handle any protest or misconduct that occurs at the State Tournament.  A member will abstain if their team is involved in the matter. $25.00 cash will be posted for each protest.  If ruled against, the money will go to the State Tournament Funds and if ruled for, the money will be returned.

Oklahoma Kids Wrestling Association and National Federation of State High School Association rules will apply with the following exceptions:
Rest period between matches not in effect.
No head gear required.
Will be exempt from Rule 1, Section 3 & Rule 2, Section 1, Article 2.

OKWA will adopt Rule 4, Section2, Article 3, addressing Ringworm with modifications as follows: A physician’s letter dated within seven days of the competition, documenting that the skin condition is not contagious is necessary.  The letter may be accepted up to the beginning of wrestling.  The wrestler may be weighed in prior to obtaining the letter.  In addition, the skin conditions must be covered and secured to the acceptance of the referee. 

Other exceptions may exist and be stated at the officials’ meeting at the state tournament.

No smoking will be allowed in the wrestling arena or in adjacent areas to the wrestling arena.

Minimum wrestling area: 20 feet x 20 feet or a 23- foot circle.

No shows at any time during competition will be counted as a loss.

MATCH TIME/FORMAT - Same as regionals.  Challenge match times will be the same as the appropriate Division Final.  There will be a rest period between their finals match and challenge match.  The rest period will be a minimum of 15 minutes. 

WEIGH-IN
No wrestler may weigh- in more than 5 hours before the start of the tournament.

A licensed referee will conduct the weigh- in at each scale.

Wrestlers must weigh- in wearing an unmodified competition singlet (a singlet being described as in the National Federation rules).

No one will be allowed in the weigh- in rooms except State Directors, President, and Weigh- in workers, unless requested by one of the aforementioned persons.

Only OKWA approved Digital Scales will be used. Digital scales must be certified within 7 days of regionals by a licensed scale company. There must be some documentation by the scale company that this was done for each scale (stamp/sticker, etc). There will be no weight allowances.

All regional tournaments’ 1st through 6th placers will weigh in.

There will be no rebracketing for no- shows or overweights.  No one will move on the brackets.

NOVICE STATE WRESTLING TOURNAMENT
RULES AND REGULATIONS

The Novice State Wrestling Tournament is a Division of the OKWA and subject to the bylaws of the OKWA.  Any changes in these rules and regulations cannot supersede any bylaw of the OKWA.

These rules and regulations may be amended by the Executive Board at any regular or special meeting with changes becoming effective immediately.

NOVICE -  Any 1st or 2nd year wrestler who has not placed 1st or 2nd in any open tournament with 6 or
more wrestlers in their bracket.  The wrestler counts as 1.  May not be a novice for more than two
years.

Novice State:  Novice State will be a one day tournament rotating between Oklahoma City and Tulsa, or any other board approved site. The board will base their decision on criteria of available accommodations and ability of the facility to host novice. There is no qualifying tournament.  Novice eligibility is required. 

It will be scheduled 1 week before the OKWA regionals. 

Location:  The hosting region will vote on the site.  The Regional Director must approve the site.  If the Regional Director is unable to make the approval, it will revert to the board for approval. 

(Rotation schedule:  2006 Northwest, 2007 Central, 2008 Northeast, 2009 Southern)

Awards: The awards will be standardized to the OKWA medal and given to 1st- 6th placers.

Fee:  $15.00

Rounds: 1- 1- 1 for Novice

Overtime:  Same overtime rule as Regionals

Unseeded: Blind draw with separation of the teams

Weights:  The Weights for each division will be as listed in APPENDIX B

WEIGH-IN
Weigh in will be Friday and Saturday.

A licensed referee will conduct the weigh- in at each scale.

Wrestlers must weigh- in wearing an unmodified competition singlet (a singlet being described as in the National Federation rules).

Hair and fingernail code will be enforced.

RULES AND PROCEDURES

The Weight Committee is a committee of the OKWA and subject to the bylaws of the OKWA.  Any changes in these rules and procedures cannot supersede any bylaw of the OKWA.

WEIGHT COMMITTEE

1.  MEMBERS AND CHAIRMAN OF COMMITTEE

The weight committee shall be appointed by the State President unless otherwise prescribed
by statute of the bylaws of the OKWA.

The chairman will be selected by the committee members from among the committee
members.

2.  COMMITTEE’S DUTIES
A.  The prescribed duties of the committee are to receive data from various wrestling
  tournaments throughout the state.
B.  To determine from this data the need to revise the state weights.
C.  To make recommendations to the Executive Board when there is a need to be made in the
  state weights.

Digital scales will be used. There will be no weight allowances (except for a 2 lb. weight allowance in Div. V)
There will be no rebracketing or moving on the brackets for no- shows or overweights
WRESTLING BEGINS:  1:00 p.m.

ALL DIVISIONS WILL WRESTLE FRIDAY NIGHT

SATURDAY

WRESTLING BEGINS:  8:00 a.m. 

RULES:  OKWA and National Federation rules with the following exceptions:
No riding time
No rest period between matches (except between finals and challenge match- a  minimum of 15 minutes)
No headgear required
No age protests
A no- show counts as a loss

FORMAT:  Double elimination and challenges for second place

Overtime: Follow National Federation Rules(see 6- 7- 1 of 2006- 07 NSHS rule
book).

PROTESTS:  A $25.00 cash deposit will be required for all protests.  If the protest is denied. The money will be forfeited.  You may not protest referees’ judgement calls.
 
AWARDS:  Individual awards will be presented for 1st through 6th. Team awards will be presented for 1st through 3rd in all divisions.

All 1st – 6th placers in each weight will count towards the team’s total points

Points are as follows:
1ST =12
2ND = 9
3RD = 6
4TH = 4
5TH = 2
6TH = 1

COACHES PASSES:  Each team will be issued coaches passes according to the bylaws
Make sure you have filled out the form at Regionals
It is the team’s responsibility to insure the proper person picks up the passes, and distributes the to the proper coaches.

SCALE FOR PASSES: 1 - 5 Wrestlers = 1 pass
6 - 10 Wrestlers = 2 Passes
11 - 15 Wrestlers = 3 Passes
16 - 20 Wrestlers = 4 Passes

Additional passes may be purchased according to the same ratio for teams in excess of 20 wrestlers.
